MassDEP regulations require asbestos surveys prior to any renovation or demolition project, regardless of building age, with few exemptions under 310 CMR 7.15.
As of June 20, 2014, MassDEP clarified that all renovations and demolitions must undergo asbestos surveys before starting work. Owners/operators must identify all asbestos-containing materials at the site before any renovation or demolition. This survey cannot be replaced by a letter from the property owner or manager.
310 CMR 7.15 ‘Survey Requirements’ mandates that, except for certain owner-occupied single-family residences, all facilities undergoing demolition or renovation must be inspected by a certified asbestos inspector. The inspector must document the presence, location, and quantity of asbestos-containing materials in a written report.
